URA's Master Plan 2025 is mostly discussed in terms of new public housing, but several of its biggest central-area changes land on the edge of District 10. Plans for a new Newton neighbourhood, a rebuilt Paterson precinct beside Orchard Road, a greener Orchard Road and the conversion of Bukit Timah Turf City into a housing estate all affect the way prime-district buyers should think about supply, amenities and long-term surroundings. Here is what URA has actually published, and what it does and does not tell you.
Newton: about 5,000 new homes next to the interchange
According to URA's Central Area plan, a mixed-use "urban village" is planned next to Newton MRT Interchange, with 5,000 new homes across three clusters at Newton Circus, Scotts Road and Monk's Hill. URA says the area will be shaped as a distinctive node along the Inner Ring Identity Corridor, with:
- a new "Village Square" public square beside Newton MRT Interchange, while Newton Food Centre is retained as a familiar community node;
- Monk's Hill Road turned into a linear park that connects residents to the interchange and extends to Emerald Hill;
- new walking and cycling links to the future North-South Corridor, Orchard Road and other Inner Ring nodes; and
- selected State properties of heritage value kept and integrated into the new neighbourhood.
URA's page does not give a timeline for when the sites will be released for sale or when homes will be completed, so any date you hear quoted elsewhere should be treated with caution until the sites are tendered.
Paterson and Orchard Road
URA's plan for lifestyle and retail belts describes Paterson as a new mixed-use neighbourhood "at the doorstep of Orchard Road". The centrepiece is an integrated development on top of Orchard MRT Interchange station, mixing retail, food and beverage, offices and residences, with cycling paths along the Inner Ring Corridor linking Paterson to Orchard, Newton and beyond.
Orchard Road itself is being positioned as more than a shopping street. URA says shade trees and shrubs will be planted from the Singapore Botanic Gardens to Dhoby Ghaut, and that Dhoby Ghaut Green, Istana Park and a 500-metre stretch of Orchard Road will be merged into a destination park, with a nature playgarden, open lawn, events promenade and a new temperature-controlled glass house. An elevated link to Fort Canning Park is under study.
Bukit Timah Turf City: a new estate on the D10 fringe
The Turf City plan covers the former racecourse site along Bukit Timah Road. URA says residents will live within a 10-minute walk of an MRT station near the future Turf City MRT Station, that amenities under study include a school, sports facilities, healthcare for seniors and a bus interchange, and that 22 heritage buildings, including the two grandstands, are proposed for conservation. Eng Neo Avenue, Dunearn Road and Bukit Timah Road are being studied for widening, and developments will provide fewer parking lots.
What it means at a glance
| Area | What URA says | Why a prime-home buyer may care |
|---|---|---|
| Newton | 5,000 new homes; village square; Monk's Hill linear park | More supply and amenities near Orchard, Scotts Road and Emerald Hill |
| Paterson | Integrated development atop Orchard MRT; new walk-cycle links | Mixed-use redevelopment at the edge of Orchard Road |
| Orchard Road | Greener corridor; 500 m stretch merged into a destination park | Lifestyle upgrade for the Orchard belt |
| Turf City | New housing estate; 22 heritage buildings proposed for conservation | Large new estate near Bukit Timah, with road upgrades under study |
How to read this as a buyer
- Plans are not completions. The Master Plan sets permitted land use and density. Delivery depends on land sales, developer decisions and construction time.
- Supply can arrive in waves. Large sites near existing prime addresses can add homes over time. Recent government land sales such as the Orchard Boulevard tender show how closely the market watches each release.
- Scarcity differs by tenure and size. Large new estates tend to bring 99-year leasehold stock. Completed freehold homes in small buildings are a different, much narrower pool.
- Check the exact site. Walking distance to a station, road widening and construction phasing can matter more to daily life than the neighbourhood label.
